Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from different nations. Immense energy is allocated on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from Russian territory, a capacity afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its target.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, persist.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to relinquish the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from believing that the status quo will not change more in its benefit in the coming year.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a entire defensive failure until circumstances change in its benefit.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their objective will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
